2135478 - Interactive SQL could not load the "SQLAnywhere" plug-in - SAP IQ

Symptom

After installing the SAP IQ16, the following error can occur when calling dbisql :

       %>  dbisql -nogui -c "uid=dba;pwd=sql;dbn=utility_db;..."

Error => 
Interactive SQL could not load the "SQLAnywhere" plug-in.
Its "ngdbc.jar" file has moved or has been deleted. You will not be  able to connect to the databases handled by that plug-in.
