2138226 - Startup.bat must be started in "elevated mode"

Symptom

When starting Software Update Manager (SUM) on Windows Server platform the following error occurs:

<DRIVE>:\usr\sap\<SID>\SUM>STARTUP.BAT
startup.bat: startup.bat must be started in "elevated mode"
Please run your cmd-window "as administrator"
exit.
