2138404 - Error message CJ418 is returned when adding multiple WBS elements by BAPI_PROJECT_MAINTAIN

Symptom

When adding multiple WBS elements by BAPI_PROJECT_MAINTAIN if higher-level WBS element is budgeted, an error CJ418 'WBS element & can no longer be shifted' is returned. However, this error doesn't occur if you add the WBS elements in t-code CJ20N.
