Your iPhone setup has been initially installed without signing being enabled. Since this "enable signing" option is only being presented in the initial setup, the iPhone Server typically would need to be uninstalled and installed again in order change this setting.
This KBA will provide an alternative way to enable iOS config payload signing without the need to reinstall the iPhone Server.
