2138818 - Determination of business partner and location does not work correctly in Freight Order

The following issue can occur in two similar environments with the same root cause:

1. Change of business partner
    
   Consignee XY is assigned to a Freight Order with the destination location ’A’. After this assignment the consignee is changed under the Business Partner tab. Under the general data tab the destination location is not updated.
     
2. Change of destination location
     
   Consignee XY is assigned to a Freight Order with the destination location ’A’. Following the assignment the consignee is changed under the Stages tab. Under the General Data tab the change can be seen, but under the Business Partner tab there is no change.
   
   
3. Ship-To Party is not determined in FO if the Ship-To Party is a deviating address.
