2143614 - Portal Runtime Error accessing /irj application and Framework page unavailable

• Portal Runtime Error is thrown while accessing /irj application:
  Caused by: com.sap.portal.prt.broker.PortalModuleIsStoppedException: Portal application com.sap.portal.navigation.service.navigation Can not be started because it is explicitly stopped
   
  Caused by: com.sap.engine.services.servlets_jsp.server.deploy.impl.exceptions.WCEApplicationNotStartedException: The application [sap.com/com.sap.portal.navigation.service] is configured to have ALWAYS start up mode.
   
• After accessing /nwa application, switching to /irj portal triggers the below error even with the administrator user and permission to access the frameworkpage:
  Error occurred while trying to access framework page: "pcd:portal_content/every_user/general/defaultAjaxframeworkContent/com.sap.portal.afpDesktop/frameworkPages/com.sap.portal.AFPpage",The object does not exist or you are not authorized to access it.If this problem persists, contact your system administrator.
   
• The following error can also be seen:

• Accessing NWA and navigating to NWA -> Operations -> Systems -> Start & Stop -> Java Applications, when filtering for navigation, several applications are not started:
  
   
• At the same place, search for com.sap.portal.navigation.service. It have status implicit stopped (denpendency failed);
  
   
• Once again, search for tc~sapjra. It will have status Failed to start;
