Non-visible / hiden workcenter links are included in the file generated by report CRMD_UI_ROLE_PREPARE and later included in the PFCG role under /folder GENERIC_OP_LINKS.
The report CRMD_UI_ROLE_PREPARE generate a PFCG MENU role based on a CRM Business Role.
The standard report is going to take everything not just the active links.
