2143808 - TIME_OUT shortdump raised by program SAPLSENA when copying existing user in transaction SU01

Symptom

While an existing user copy is processed into a new one in transaction SU01, the operation will keep on processing like if it was hanging. In transaction SM50 (work process table) a RUNNING work process executing program SAPLSENA (lock handling) can be seen, but the runtime value only increases and most of the times it will raise a TIME_OUT short dump.
