2146466 - Cannot start application sap.com/tc~sec~dest~ui~local: SAP NWA startup issue

While trying to run the SAP Application Server J2EE Destination service using the Netweaver Administrator tool, the operation fails (or hangs), and similar errors as below are logged in the trace files (default trace file):
