2146765 - DB6: SQL0440N No authorized routine named "SAPTOOLS.ADMIN_TASK_REMOVE" during system copy

Symptom

A system copy fails in phase "Grant database privileges on tables".
The following error is found in sapinst_dev.log

Found Error, error_codes[0] = <CALL SAPTOOLS.ADMIN_TASK_REMOVE('SAPTOOLS.DBH_FWK_CLEANUP','<Time Stamp>')
SQL0440N No authorized routine named "SAPTOOLS.ADMIN_TASK_REMOVE" of type "PROCEDURE" having compatible arguments was found.
