360 Multi Rater: Error - 'You need to add at least one participant'

• SuccessFactors 360 Multi Rater

1. You have a 360 form with a route map configured with  two modify steps and the form

2. They only add participants and send for evaluation

3. You are seeing the issue/error 'You need to add at least one participant' when you use admin tools to route the document from first modify step to second modify step.  It has not yet been sent for evaluation.

Expected Behavior

At least one participant needs to be added in modify step in order to send the form to the next steps.  [MTR-3088]
