2148277 - Error: "For input string: "A" when logging into Web Admin Console - Data Services 4.x

• The DS repository database has recently been upgraded
• In the Central Management Console (CMC) DS repositories are Inactive
• Logging into the DS Management Console fails with:

Error: "For input string: "A"" Webadmin.log.0 file contain error information below.
