2148445 - Error 7160 - Unable to find or load the OpenSSL libraries with Advantage Database Server

Symptom

After update the Advantage Database Server (ADS) from version 11.10.0.20 to 11.10.0.22, the Advantage Data Architect (ARC) and a Delphi application was no more able to open the encrypted file AES26.
During to read the ssleay32.dll and libeay.dll, the error 7160 occurs: Unable to find or load the OpenSSL libraries, axServerConnect.
