2148847 - Z- role is generated each time while creating new users in Step "create template users"

When creating new user in Step 'create template users' of 'IT Service Management' with tr_cd:solman_setup, following information occurred in activity log.

"Customer role Z-role <role name> has been created as a copy of SAP role <role name>"

The above Z-role already exists by executing 'create new users' before, but it is going to be re-generated from the standard role.
The modification in the old Z-role are also initialized by the newly generated one.
