Symptom

When installing/uninstalling or patching Data Services 4.x the below error could be observed during the process: 

Fatal Error: At least one port in the range 4520-4539 must be open for the installation to proceed. Please ensure that no application or firewall is blocking this range.

Note: This issue is not limited to Data Services and can impact any of the installers of SAP BusinessObjects BI 4.x.
