Symptom
- NetWeaver Administrator - Availability and Performance Monitoring - System Overview shows red status indicaton for an application i.e: "sap.com/tc~lm~itsam~cdp~cdp_ws~client~proxy" Failed to start
In the defaultTrace.<x>.trc file we see an exception like this:
"Global [startInitiallyApp] operation of application [sap.com/tc~lm~itsam~cdp~cdp_ws~client~proxy] failed with errors on server process [xxxxxxx]"
AND
"Exception occurred during ws clients initial start. Unable to generate service and service endpoint implementation framework for service group com.sap.tc.lm.itsam.cdp.cdp_ws.client.AgentWS, application sap.com/tc~lm~itsam~cdp~cdp_ws~client~proxy.
[EXCEPTION]
com.sap.engine.interfaces.webservices.server.deploy.WSDeploymentException: Exception occurred during ws clients initial start. Unable to generate service and service endpoint implementation framework for service group com.sap.tc.lm.itsam.cdp.cdp_ws.client.AgentWS, application sap.com/tc~lm~itsam~cdp~cdp_ws~client~proxy.

- Technical Monitoring in Solution Manager shows 'Java instance not available' after upgrading the corresponding Java instance to 730 - 740. The status indicator is red. Due to this alert the administrators are unable to determine the current status of the node. Following error can be seen in the corresponding defaultTrace.x.trc file: "sap.com/tc~lm~itsam~cdp~cdp_ws~client~proxy failed to start". Which means this application is responsilbe for the issue.
