2151748 - Software Provisioning Manager error: FJS-00003 TypeError: configProps.get("primaryHostName") has no properties

During database export of system copy using Software Provisioning Manager (SAP note #1680045), it failed in the step setInstanceValues2.  

Sapinst_dev.log contains the following lines:
