2151891 - Software Provisioning Manager error: permanent license key for "J2EE-Engine_<DBtype>" already existed in the system

During the target system installation of a system copy using Software Provisioning Manager (SAP note #1680045), sapinst failed in the step installTempLicense.  

Sapinst_dev.log contains the following lines:
