See prerequisites for enabling the Basic Org Chart:

1. Feature in Provisioning: "Ultra Organization Chart [requires Version 10 UI or Version 11 UI framework (ULTRA)]" must be enabled
2. RBP "Company Info Access" is enabled
3. RBP "General User Permission" is enabled
4. If provisioning setting "Limit org chart access to succession org chart users." is checked then the User must have the permission "Succession Org Chart Permission" which is under "Succession Planner"
