2154621 - Leading zeros are removed during ruleset upload

Symptom

Upon uploading GRC ruleset changes from MS Excel file, the permission values for fields like ACTVT have the leading zeros removed.

Even setting the columns as TEXT data, this option does not work as tab delimited files do not have format changes.
