2155586 - Intermittent error when editing connections from Universe Design tool: "Unable to bind to Network layer object network layer is not available"

Symptom

  • Error: "Unable to bind to Network layer object network layer is not available" when editing Sybase Adaptive Server Enterprise connections from Universe Design tool even with administrator account.
  • Error: "CS:DBDriver failed to load : C:\Program Files (x86)\SAP BusinessObjects\SAP BusinessObjects Enterprise XI 4.0\dataAccess\connectionServer\drivers\lib32\dbd_ctlib.dll (The specified module could not be found.) network layer is not available. (DAC0002)" when creating a new connection with even with administrator account.
