2155907 - Java system on MSSQL will not start - Invalid object name 'J2EE_CONFIG'

Symptom

Java system cannot be started due to the following error in work/jvm_bootstrap.out file:

com.sap.engine.frame.core.configuration.ConfigurationException: Error occurred during DB access: {0}, {1}
Caused by: com.sap.sql.exception.OpenSQLException: Invalid object name 'J2EE_CONFIG'

The error can also happen in other scenarios to connect to SQL Server, for example SWPM, SUM.
