2156269 - CATS ESS timesheet or transaction CAT2 issues an information message when navigating to another period

Symptom

When navigating to "Previous Period" or "Next Period" or entering a date selection in CATS ESS timesheet application the user gets the following message

"You cannot navigate to the selected period” 

Also in transaction CAT2 when navigating via "Next Screen"/"Previous Screen" or entering a date selection the user get the folllowing message

"You cannot scroll any further"

This message prevents the user from viewing the selected period
