Symptom

Software Provisioning Manager (SAP Note 1680045) failed in the phase start/stop instance.

Sapinst_dev.log contains the following:

Execution of the command "/usr/sap/<SID>/SYS/exe/uc/<OS type>/sapcontrol -prot NI_HTTP -nr <NR> -function GetInstanceProperties" finished with return code 1. Output:

FAIL: NIECONN_REFUSED (Connection refused), NiRawConnect failed in plugin_fopen()

 
Execution of the command "/usr/sap/<SID>/SYS/exe/uc/<OS type>/sapcontrol -prot NI_HTTP -nr <NR> -function StartService <SID>" finished with return code 1. Output:

StartService
FAIL: cannot open /usr/sap/sapservices [No such file or directory].
