2156747 - Message M7181 not always appears when posting a Goods Issue - SAP ERP & SAP S/4HANA

Symptom

While doing transfer posting/goods issue using a transaction code (ie. MB1B) error 'M7 181 - On the &, only 0 & available' arises, but doing the same with another transaction code (e.g. MIGO) it's working fine and document is posted.
