You want to be able to log on in a language other than English but still have the SAP menus in English after logging on.
You have
1) activated the language you want to use for logging on,
2) made sure that supplementation with English is available, and
3) not imported the language packages for that language.
When you log on using that language, some SAP standard menus are shown in the log-on language rather than English, which is unexpected.
