2159547 - Requests to rs_client.dll path return blank page

Symptom

Requests to the Relay Server rs_client.dll path return a blank page.  Enrollment through the Relay Server fails, as a result.  The IIS log shows a status of 200 for all requests to all /ias_relay_server/client/rs_client.dll paths.  In the Relay Server log file you see an error similar to the following:

E. 2014-03-11 09:34:41. <6185.6879.-> Cannot find the language resource file (dblgen12.dll). Make sure the language resource is within the system search path and also the web server worker needs to have permission to read it.
