2161091 - Enterprise Manager is offline due to error 'com.sap.smd.introscope.em.IntroscopeException: http status code 503'

Symptom

In the Basic Configuration, the Enterprise Manager status is red (offline), the defaultTrace.rfc file of the Solution Manager JAVA stack shows the following error to contact the EM:

Also, the IntroscopeEnterpriseManager.log contains:
