The export icon is available when the forms are at Completed step. With this report, you can export the form to an excel file. The file will contains basic information as plan ID, plan name, planner, status, start/end/due date, etc.

Reproducing the Issue
Once the form is at completed step, the export icon will appear in the top to the page:

Export button will only show up if the form is in the completed state.
