After system upgrading to EhP 606 or higher, the derivation of the Functional Area logic was changed to automatically derived from the responsible cost center, and if you change the status of the Order via Transaction KO02, the system will raise an Error Message FH600 "Transaction data exists; note long text" that means you already have dependant data existing in your system and the same cannot be changed, but in other hand you do not want this behaviour in your system.
