2163612 - Unable to update properties for service tc~di~sdic~srv

The amendment of JAVA services properties in the SAP J2EE server netweaver administrator (/nwa) fails and the below error is logged in the default trace file:

Unable to update properties for service tc~di~sdic~srv. Reported reason: Cannot retrieve the configuration structure corresponding to service name tc~di~sdic~srv.# Caused by: com.sap.engine.frame.core.configuration.ConfigurationLockedException: Can not lock Configuration: cluster_config/system/custom_templates/CE_Composition_Environment_development_full/cfg/services/tc~di~sdic~srv/properties because it is already locked.
