2163615 - Retain and Remove Actions and their effect on Validity Dates

Symptoms:

1. If the User has a same role assigned with two different validity dates which are provisioned through different requests, then both of them gets provisioned in the backend system.
    In case of removal of any one of the validty date using Remove action, both of them gets removed from the backend system.

and,

2. If the user has multiple lines for the same role in his user account (in table AGR_USERS), the provisioning only replaces the validity dates of the first line by the validity date of the request line item without considering other existing lines.
