2164181 - Resource planner cannot find corresponding demands

• Although the service order has been created and released by some user, resource planner cannot find the corresponding demands. The issue only happens for certain users. If another user creates and releases another service order, the demand can be found by resource planner
• The dump happens and can be found in T-code ST22:
