2166157 - Error: 'failed to open channel ! reason: connection refused' when setting up Disaster Recovery

Symptom

You are trying to set up disaster recovery, after you enable replication on the scondary system nothing happens and replication eventually times out.

The replication has not completed successfully and in the nameserver.trc file you will see the following errors:

TrexNet  EndPoint.cpp(00255) : ERROR: failed to open channel ! reason: connection refused
TNS        TNSClient.cpp(00800) : sendRequest dr_retrieveinifilecontents to <HOST> failed with NetException. data=(I)drsender=1|
TNS        TNSClient.cpp(00800) : sendRequest dr_retrieveinifilecontents to <HOST> failed with NetException. data=(I)drsender=1| [126309]{-1}[-1/-1] 
TNSClient.cpp(06787) : error when sending request 'dr_retrieveinifilecontents' to <HOST> : connection refused,location=hanadev:33001
