2168890 - Promotion Management Services / Data Quality Service show "The service did not start" on Adaptive Processing Server (APS ).

• After the recent patching update Adaptive Processing Server (APS ) is "running with errors" after startup.
• Promotion management services and Data Quality Service on this APS show the following message "The service did not start"
• Issue started after upgrading from BIP/IPS 4.0 to BIP/IPS 4.1. After the upgrade the APS is running but with errors.
• Other services besides PM and DQS services start up properly, as shown below:

• Recreating the APS with PM/ DQS and other services does not resolve the issue.
• Recreating the SIA or creating a new SIA on the same CMS database did not help.
• Same issue is observed after performing the steps in the KBA: 2047063.
