2169401 - Vendor check (message WV065) different at price activation and deactivation

Symptom

When carrying out a price activation for a promotion in transaction WAK5, the flag 'without calculation' is NOT activated in the promotion header.
Even if no vendor can be determined for the article/site combination, the message WV 065 (No vendor could be determined for article) is NOT issued, and the price can be activated.
However, when the price is subsequently deactivated in WAK5, the error message is issued. It is expected that the system will issue the message consistently in both cases.
