2169401 - Vendor check (message WV065) different at price activation and deactivation

Symptom

You carry out a price activation for a promotion in transaction WAK5. The flag 'without calculation' is NOT activated in the promotion header. Even though no vendor can be determined for the article/site combination, the message WV 065 (No vendor could be determined for article ) is NOT issued and the price can be activated.
However, when you subsequently deactivate the price in WAK5, the error is issued. You expect that the system issues the message consistently in both cases.
