2170874 - Bidders Technical Response visible in cFolders for Purchaser before submission deadline without opening date

Symptom

Bidder creates RFx Response in SRM and submits documents in cFolders system. The uploaded documents are visible for the purchaser user in cFolders, even though the technical opening was not done.

The purchaser can only view the documents attached by the bidder.
