2170897 - No Service Object in transaction CN28 but it is available in CN23

Symptom

When trying to use the Service for Object option in transaction code CN28 the following error "No Service Available  Message No SGOS_MSG002" occurs. However in transactions code CN22 / CN23 this option is available.
