2171165 - licence does not comply with signature - ant updatesystem

Symptom

Sometimes it happens when running an hybris update system using the console command ant updatesystem, an error is showing up:

updatesystem:
[input] skipping input as property tenant has already been set.
[java]
[java] **************************************************************
[java] hybris licence error: licence does not comply with signature.
[java] Reason might be that you are using an old hybris 3 licence. Please request a new licence file.
[java] **************************************************************

[java] shutting down hybris registry..
[java] Java Result: -1

However after checking the license, it seems to be a valid hybris license (hybrislicence.jar).

Here is a summary of the common symptoms:

running ant updatesystem fails with "licence does not comply with signature" message,
running hAC updatesystem ends successfully,
license is completely valid,
customer name contains some national characters, like 'ø' or 'ü'.
