2171990 - Step 'Set Authentication Policy' fails with 'error occured while storing policy security configuration' during SOLMAN_SETUP

Symptom

During the execution of step 'Set Authentication Policy' in the System Preparation (SOLMAN_SETUP), when the authentication policy is changed the following error occurs:

com.sap.smd.server.manager.SMDException: [CertificateMigrationManager.setAuthenticationTypeAfterNextAgentConnection] Error occured while storing policy security configuration
