2172237 - Error message "SAP System has status 'not modifiable'" occurs when an object must be edited

Objects must be edited but the following error occurs:

TK102 SAP System has status 'not modifiable'

Or, System setting does not allow changes to be made to object PROG <program name>

Or, System setting does not allow changes to be made to object <object type> <object name>

Or in SNOTE, System setting does not allow changes to be made to object NOTE <note number>

Or SAP system has status 'not modifiable' in Eclipses for 3 system landscapes (DEV/TEST/PRO) in public cloud when user could not be unable to do any development.
