2173570 - Portal layout is incorrect after setting Broadcast Message

After configuring BCM (Broadcast Message) on your Enterprise Portal system according to this documentation (SAP Note 1930281 for additional information), your portal is incorrectly displaying similarly to the following:

In this example, you can see both the Framework and the Sample iView. This is because in this test, the BCM Sample UI (shipped out of the box with the portal) was used.  If you have developed your own BCM UI, then eventually you would see only one of these sections.

As you can see in the highlighted sections, the Broadcast Message Framework and Broadcaset Message Sample iView are being displayed. 

Although the displays near the Welcome message in the portal, showing that BCM is working fine, you expect that the BroadcastMessageFramework and Sample_BroadcastMessageIview (their names depend upon how you've created them) do not appear.
