During the BPC Upgrade, on the Post Installation steps, you are asked to run the UJS_ACTIVATE_CONTENT for EnvironmentShell, but in the same section there is a warning:
"The UJS_ACTIVATE_CONTENT program cannot be used to activate an existing environment migrated from 10.0 to 10.1."
Since this is an upgrade and your system already contains EnvironmentShell from version 10.0 you don´t know if you should run UJS_ACTIVATE_CONTENT or not.
