During the BPC Upgrade, when following the Post Installation steps, it is listed to run the UJS_ACTIVATE_CONTENT for EnvironmentShell, however within the same section there is a warning:
"The UJS_ACTIVATE_CONTENT program cannot be used to activate an existing environment migrated from 10.0 to 10.1."
Since this is an upgrade and the system already contains EnvironmentShell from version 10.0 it is unclear if the UJS_ACTIVATE_CONTENT program should be run again or not.
