2173776 - SAP IQ Create/Alter for user to enable 'VERIFY_PASSWORD_FUNCTION' caused crash in 15.4

Server crashes with CREATE USER and ALTER USER statements with password when VERIFY_PASSWORD_FUNCTION is enabled in 15.4.
