2174609 - ERROR #1027: The maximum number of connections have already been opened - SRS

Symptom

When resuming a connection to a database, the following error is reported:

The DSI thread for database 'dsname.dbname' is started.
ERROR #1027 DSI(nnn dsname.dbname) - /generic/useful/cm.c(5052)
Error: 16843014, Severity 1 -- 'ct_connect(): user api layer: external error: The maximum number of connections have already been opened.'.

ERROR #13045 DSI(nnn dsname.dbname) - /generic/useful/cm.c(5056)
Failed to connect to server 'dsname' as user 'dbname_maint'. See CT-Lib and/or server error messages for more information.

The DSI thread for database 'dsname.dbname' is shutdown.
