Symptom

NLS odbc driver unable to find .res files on AS400 BW client and ADBC_TEST_CONNECTION returns the following error:
    C  load of IQ library libdbodbc12.so successful.
    C  GeneralSetup SQLAllocHandle FAILED rc:-1
    C  Load of odbc driver for Sybase IQ failed. Connect terminated.
