2176538 - Impossible to import data in BFC after upgrading to FIM 10 SP13

When you try to import data in BFC after upgrading FIM to Support Package 13, you have the following error:

'Server was unable to read request. ---> There is an error in XML document (12, 42). ---> Input string was not in a correct format.'

In the 'Rejected Lines' tab, there are some rows with 'Cause' and 'Description' that are empty.
