2176854 - SMP 2.3: WF DCN Messages sent to an invalid TO returns response 500

Symptom

  1. A WF DCN (Workflow DCN) is used to send messages to devices 
  2. The WF DCN specifies an invalid TO for example TO : SomeUnknownUser
  3. Previuosly this returned an HTTP Response of 200, but an error message No Workflow message is sent because no device is found
  4. After updating to 2.3 the HTTP response is 500
