2177302 - Export to CSV using BI 4.1 SP 5 64 bit .NET SDK inserts garbage character for the Delimiter and Separator

Symptom

When exporting a report to CSV using code (SDK), the result appears to have many unexpected (garbled) characters in it.

The issue in the environment where we have upgraded to Crystal Report Server 2013 (from 2011). In 2011, exports using code work as expected.
