2177850 - The rs-setup.bat is added after Build#3487

Symptom

There is a following description in manual.

   Interactive quick setup feature
   An interactive quick setup feature, rs-setup.bat, is provided as an alternative to this procedure
   (refer to the readme file for a more detailed description of the quick setup feature).
   rs-setup.bat is located in the %SQLANY12%/RelayServer/IIS/quicksetup_iis7 directory and
   --- skip the rest ---

But if you have not applied any EBF before, there is no rs-setup.bat file.
